RULES OF ORDER,

1st. The business of every day shall be introduced with prayer.

2d. This Convention shall sit for the despatch of business, at 9 o'clock, A. M. and 4 o'clock, P. M. on each day of its session.

3d. Every member shall take his seat when the President takes the Chair, and remain uncovered until the Convention adjourn.

4th. At the opening of each session of the Convention, as soon as the President takes the chair, the names of the clergy, who were entitled to seats at the preceding Convention, shall be called over by the Secretary of the last Convention; or, in case of his absence, by a Secretary pro tem. to be appointed by the President. The lay delegates shall lay their certificates of appointment on the table of the Secretary, and subscribe the declaration required by the constitution. If a constitutional quorum be found present, the President shall thereupon declare the fact, and announce that the Convention is organized and ready for business. A Secretary shall be elected. The following committees shall then be appointed by the chair. One of elections, to consist of three, to whom the testimonials of the lay delegates shall be referred; one on accounts, to consist of three; one on parochial contributions, to consist of three; one on the admission of new parishes and churches into union with this Convention, to consist of five members; and one on the right of clergymen to seats in this Convention, to consist of three clergymen.

5th. If the Bishop of the Diocese shall not be present at any meeting of the Convention, at the opening of the same, the names of the clergy, who were entitled to seats at the preceding Convention, shall be called over by the Secretary of last Convention; or, in case of his absence, by the first named member of the standing committee who may be present. The lay delegates shall lay their certificates of appointment on the table, and subscribe the declaration required by the constitution. If a constitutional quorum be present, a President, pro tempore, shall be elected, agreeably to the seventh article of the constitution. A Secretary shall be elected; and then the chair shall appoint the several committees mentioned in the fourth rule of order.

6th. The standing committee for the preceding year shall be the committee on the state of the Church; and all parochial reports shall be referred to the said committee.

7th. Every member who shall deliver his opinion, or speak in any debate, shall stand up in his place; and with respect and decency, address himself to the President.

8th. If two or more members shall rise to speak at the same time, the President shall declare who shall speak first.

9th. No member shall speak more than twice in any debate, except with leave; nor shall any member be interrupted while he is speaking in order. And if any member shall rise to speak more than twice on the same question without leave, the President shall call him to order.

10th. Any member called to order by the President, or by a member, shall thereupon take his seat.

11th. When the Convention is sitting, no member shall speak to another so as to interrupt any member who may be speaking in a debate.

12th. No motion shall be debated until the same be seconded; and if desired by the President, reduced to writing, and read by the Secretary.

13th. When a motion is made and seconded, the matter of the motion shall receive a determination by the question, unless postponed by a motion for postponement, or by the previous question, before any other motion shall be received.

14th. If a question in debate contains more parts than one, any member may have the same divided into as many questions as there are parts.

15th. All questions of order shall be decided by the President. Upon all questions of order there shall be a right of appeal from the decision of the presiding officer of the Convention.

16th.

No member shall absent himself from the service of the Convention, unless he may have leave, or be unable to attend.

17th. A question being once determined, shall stand as the judgment of the Convention; and shall not again be drawn into debate during the same session, except with the consent of two-thirds of the Convention.

18th. No question shall be taken upon any report, unless upon a motion to print or recommit it, but reports shall as of course lie on the table. If a committee deem any action of the Convention desirable, it shall be their duty to present such resolutions, acts or canons as they think it should adopt, which only shall be subject to the action of the Convention.

19th. The foregoing rules of order shall be deemed and considered the rules of order of all future Conventions, until altered or rescinded; and the same shall be published in the Journal of each Convention.

This being the day appointed for the meeting of the Annual Convention of the Protestant Episcopal Church in Maryland, a number of the clergy and laity assembled at 9 o'clock, A. M., St. Paul's Church.

Morning Prayer was said by the Rev. John R. Keech, assisted in the Lessons by the Rev. Levin J. Gilliss, the Rev. Henry V. D. Johns, D. D. reading the Ante-Communion Service.

The Convention Sermon was preached by the Rev. Cleland K. Nelson, after which the Holy Communion was administered by the Rev. Dr. Wyatt, assisted by the Rev. Dr. Johns, Rev. Mr. Gilliss and the Rev. Mr. Keech.

The Bishop being absent on account of indisposition, the Secretary of the last Convention proceeded to call over the list of Clergy entitled to seats in that Convention, when thirty-eight answered to their names, as follows:

A quorum being present, on motion, the Convention proceeded to elect a President pro tempore.

On motion, the ballot was dispensed with.

The Rev. Dr. Wyatt was nominated, and declared to be unanimously elected.

The Rev. Drs. Johns and Atkinson were appointed to wait on the Rev. Dr. Wyatt and inform him of his election, which duty they discharged, and thereupon the Reverend gentleman took his seat, and briefly addressed the Convention.

On motion, the Convention proceeded to elect, viva voce, a Secretary to the Convention.

Whereupon Dr. Hervey Colburn was nominated, and unanimously elected.

The Chair appointed John Henry Alexander, Esq., Assistant Secretary.
