Att a councill held att Perth Amboy may 26th 1725 Present His Excellency William Burnet Esq' Govern' & John Parker James Smith James Alexander Esq The Governour Ordered the Secretary to Acquaint the Assembly that he Expected their Attendance imediately The Assembly Attended Accordingly and presented John Johnston Esq' their Speaker whome his Excellency approved and made the following speech Gentlemen I have the Satisfaction of meeting you as soon as the affairs of the loan office would permit some of the members to Attend and it is with pleasure that I congratulate you upon the punctual performance of the payments that the borrowers were to make for the first year There is nothing that can Support the credit of the bills So much as a Sacred Observance of the terms of the Act, by which they were Issued this Act is A Kind of covenant between the publick and private persons, which therefore neither of the partys bound by it can in honour and Justice break through and when they do, it is no wonder if the credit of the whole suffers by it, how much soever Some persons have Given Occasion to such a complaint I have no doubt but you come determined on your part to do nothing that may waken [weaken] but if possible that may strenghten your first engagements And Such a steadiness in your proceedings and the Graduall decrease of the Quantity of the bills can not fail to support their Credit, And even in time to restore them to the intrinsick value of Silver for which they were Struck The Expiration of the last support of Government is so near that I depend on your care to renew it for the like term of years and to continue An Ample and honourable provision for the officers of the Government, And for your Agent in [1725 Great Britain you will Judge whether you have any reason to repent of the confidence you have hitherto placed in the Administration, and if you have any grounds to change your Opinion att this time I am very well persuaded that you will pursue the intrest of the people whome you represent in All your deliberations and you will lay a side all resentments and party disputes and be guided by calm and Solid Arguments only, you will no doubt be far from imputing the Actions of a few men to a whole Sect or A whole province and while your Zeal for the Good of your Country animates your councills, you will have a due regard to the Advantage and duty of cultivating a Good correspondence with your Neighbours and universal charity with All men These principalls will lead you to all Just & reasonable measures for Quieting the minds and Securing the property of the inhabitants, that industry may be Encouraged & trade flourish If I can contribute to Any of these good purposes I shall think my Self happy And as I Shall employ my utmost endeavour to promote unanimity in your proceedings I shall be allways ready to concurr with you to the utmost of my power in every thing that may Advance the good of the publick you have the greatest inducement to Support the Government cherfully And Expect Success in serving the province when you reflect on the Glorys of his majesties Reign whose wise Conduct and Shining vertues have Endeared him to his Subjects at home and made him the refuge of the distressed And the terrour of the oppressors abroad Att a Councill held att Perth Amboy June 1s 1725 |
