SIR, I HAD the honour of addressing you in a printed Historical Letter, which I wrote in the summer of 1813, but which was not published* till the spring of 1814. That letter ran into unavoidable prolixity (171 pages), because the object of it was to unravel a system of policy and religion, which for more than 20 years, for very marked but unavowed purposes, with great weight of affluence and influence, has been indefatigably pushed forward under the mask of exclusive liberality, purity and loyalty. As however it has been many months before the public (I grieve to say with much typographical inaccuracy), I lay in my claim to refer to the various subjects of it by assertion; assuming, that no impartial reader will find any thing advanced in it without proof, evidence or notoriety.
