R. H-ce Wle. Sir, I find fome of those Gentlemen who have spoke, are quite miftaken as to the Motion that has been made. If any new and unheard of Tax had been thereby propofed, they A might have fome Reason for their Fears. But it is only propos'd to revive a Tax, which was raifed upon the People of England for 34 Years together, without the leaft Grumbling or Complaint. By Experience, Sir, we find it is no way burthenfome upon the People; and indeed, it is fo little felt, that fince it was taken off, there is hardly a Man fenfible of the Eafe. It is paid by fuch a Multitude of People, that no fingle Man can feel what he pays thereto, which demonftrates that it is one of the moft eafy Ways of raifing Supplies for the Government.

Those who talk of its being deftructive to our Trade and Manufactures, ought to come to Particulars; and fhew what Trade or Manufacture was loft or injur'd, during the 34 Years that the Tax continu'd, and what Manufactures have become cheaper, or what Sort of Tradefmens Wages have been lower'd, fince the abolishing of this Tax: If any fuch Effect could be made appear, I fhould believe they had fome Reafon for what they fay; fince the contrary Facts are true, the pretended fatal Confequences of this Tax muft be all imaginary.

Difference there may be, is much more than atton'd for, by the Equality of the Tax upon Salt, and by its being fo general, that it becomes altogether infenfible; whereas the LandTax is one of the most unequal, and the most grievous on thofe who pay it, of any that ever was rais'd in this Country: And if we confider what wretched Circumftances many of the Landholders in Britain are in, we can't furely make the leaft Hefitation in giving them Relief, by laying on another Sort of Tax, which never was, nor ever can be felt; a Tax fo juft that every Man contributes to it in Proportion to the Benefit he receives; in Place of a Tax, by which a few are obliged to contribute the Whole of the Charge, tho' they receive but a hundredth Part of the Benefit.

We have been likewife frightned with the Name of a general Excife, and the Lofs of our Liberties and Properties. As to the laft, the Bugbear will vanish, if we but reflect upon the great Men that were at the Helm, when the Salt Tax was first laid on; which was in the Reign of the late K. William, the glorious Reftorer of the Liberties and Properties of this Nation: It was contriv'd and advis'd in his Time, by a Set of Minifters, who will ever be refpected for their great Wifdom, and their great Attachment to the Conftitution and Liberties of this Kingdom. As for a general Excife, I never heard of any fuch Defign: No Man that I know, had ever any fuch Thing in his Thoughts, nor can the reviving of the Salt Tax any Way contribute to it. I may fay, that I think many of our Customs are heavy upon Trade, and very troublesome to our Merchants; and therefore, if fome of the most grievous were turn'd into an Excife, it would be of great Advantage to Mmm the
